ACS Outreach in Kunming, Friday, June 26, 2009
The United States Consulate in Chengdu will be sending a consular officer to Kunming on Friday, June 26. American citizens in Kunming can meet with the consular officer between 9:00 am and noon to perform routine American Citizen Services (see below).
The consular officer will be able to meet with American citizens in the lobby of The Grand Park Kunming Hotel near Green Lake Park (昆明君乐酒店,云南省昆明市洪化桥20号). No appointments are necessary, and service will be first come first serve.
The consular officer will be able to perform a number of limited American Citizen Services. Specific information regarding each service is listed below. For many of the services we may have to take some of your materials back to Chengdu and return them to you via EMS. Mailing through EMS is done at your own risk, as we cannot guarantee EMS service. You must bring your address, in Chinese, and 20 RMB EMS mailing fee to the appointment.
The consular officer will have no change available, so exact change is required.
The consular officer will bring a number of forms, but it is suggested that you download, print, and fill out any required forms before your appointment from our website (http://chengdu.usembassy-china.org.cn/service.html).
Also, you must bring originals and photocopies of all requested materials.
If you have recently applied for a passport in Chengdu, you have been informed the passport has arrived, and you wish to pick up the passport in Kunming, please e-mail us before Wednesday, June 21 at ConsularChengdu@state.gov and we will bring the new passport to Kunming. You will need to present your old passport and your receipt in order to pick up your new passport.
Available American citizen services will be limited to accepting passport applications, accepting passport renewal applications, accepting applications to add passport pages, accepting applications for a Certificate of Birth Abroad, Certificates of Marriageability, and certain notarials. The required materials for each of these services is listed below.
Passport applications and renewals:
Adult passport initial application - cost 710 RMB or $100
For adult passport renewals, the cost is 532.50 RMB or $75.00
For both initial passport applications or renewals for minors (children younger than 16), the cost is 603.50 RMB or $85.00 (please note that for all passport applications for children under 16, the child and both parents must be present at the time of application and both parents must sign the child’s application)

- Please note that while applications can be accepted in Kunming, additional pages can only be added in Chengdu. Your passport can be sent back to you through EMS after the pages have been added, or you can come to Chengdu to pick up your passport during regularly scheduled ACS hours.
Applications for Consular Report of Birth Abroad:
Cost is 461.50 RMB or $65.00
Parents’ proof of U.S. citizenship: U.S. passport, naturalization certificate, or official birth certificate from a U.S. state or territory. Please bring the original and a photocopy.
Proof of child’s birth: original or certified true copy of child’s birth certificate. It should show the child’s and parents’ names, and the date and place of the child’s birth. Please bring a photocopy of the birth certificate.
Proof of parents’ marriage: (if applicable) original or certified true copy of parents’ marriage certificate. Please bring a photocopy of the marriage certificate.
20 RMB EMS mailing fee, if required
Certificates of Marriageability:
Cost is 213 RMB or $30.
Current passport, and a photocopy
Fiance(e)’s ID, and a photocopy
Proof of previous dissolution of marriage by death or divorce, if applicable, and a photocopy
Notarials:
Cost is 213 RMB or $30 (notarials of US government documents are free)
Please note that for all non-US government documents, the consular officer will have to review the specific document to determine whether it can be notarized in Kunming
