U.S. Consulate General Chengdu, American Citizen Services Outreach in Kunming on Thursday, August 13th, 2009 from 09:00 AM to 11:00 AM

A consular officer from the United States Consulate in Chengdu will be in Kunming on Thursday, August 13th, and will be able to provide limited consular services. For exact times and location, please see details below:

  • Date: Thursday, August 13th, 2009
  • Time: 9:00 AM to 11:00 AM
  • Location: Green Lake Hotel - Business Center (翠湖宾馆)
  • Address: No. 6, South Cui Hu Road, Kunming (中国云南省昆明市翠湖南路六号)

Limited American Citizen Services:

The consular officer will be able to perform a number of limited American Citizen Services. For some of these services, some of your materials may have to be brought to Chengdu for processing. If this is the case, they can be returned to you via the local Chinese EMS mailing service. However, mailing through EMS is done at your own risk, as we cannot guarantee EMS service. To use the EMS mailing service, you must bring your address (in Chinese) and a 20 RMB EMS mailing fee. Otherwise, you can come to pick up your documents at the U.S. Consulate General in Chengdu during regularly scheduled ACS hours.

Please note the consular officer will have no change available, so exact change is required.

A small number of required forms will be available, but it is suggested that you download, print, and fill out any required forms yourself. These are all available on our website: http://chengdu.usembassy-china.org.cn/service.html.

Also, please bring originals and photocopies of all materials you will be submitting.

Available American citizen services will be limited to the following:

Passport applications and renewals:

  • Adult passport initial application - cost 690 RMB or $100
  • For adult passport renewals, the cost is 517.50 RMB or $75.00
  • For both initial passport applications or renewals for minors (children younger than 16), the cost is 586.50 RMB or $85.00 (please note that for all passport applications for children under 16, the child and both parents must be present at the time of application and both parents must sign the child’s application)
  • 20 RMB EMS mailing fee, if required

Please bring the following documents:

Passport add pages:

  • Current passport
  • A completed add pages form, which can be filled out online and printed – please see http://travel.state.gov/passport/forms/ds4085/ds4085_2662.html
  • 20 RMB EMS mailing fee, if required
  • (Please note that while applications can be accepted in Kunming, additional pages can only be added in Chengdu. Your passport can be sent back to you through EMS after the pages have been added, or you can come to Chengdu to pick up your passport during regularly scheduled ACS hours)
  • Current passport

Applications for Consular Report of Birth Abroad:

  • Cost is 448.50 RMB or $65.00
  • Application for Consular Report of Birth Abroad (form DS-2029). This form can be printed online – please see http://www.state.gov/documents/organization/83127.pdf
  • Parents’ proof of U.S. citizenship: U.S. passport, naturalization certificate, or official birth certificate from a U.S. state or territory.
  • Proof of child’s birth: original or certified true copy of child’s birth certificate. It should show the child’s and parents’ names, and the date and place of the child’s birth.
  • Proof of parents’ marriage: (if applicable) original or certified true copy of parents’ marriage certificate.
  • 20 RMB EMS mailing fee, if required
  • Cost is 448.50 RMB or $65.00

Notarials:

  • Cost is 207 RMB or $30 (notarials of US government documents are free)

  • 20 RMB EMS mailing fee
  • Please note that for all non-US government documents, the consular officer will have to review the specific document to determine whether it can be notarized in Kunming
